Constitution & Rules
2024
The Club
The Club shall be called the ‘EDINBURGH
BREADALBANE ANGLING CLUB’ whose objects
shall be to promote angling for trout and to hold
competitions or other contests for that purpose.
Membership
The Club shall consist of Ordinary, Country and
Honorary Members. Each candidate for admission to
the Club shall be a bona fide amateur and shall be
proposed by one Member and seconded by another
and shall be balloted for at the Annual General
Meeting of the Club.
The Committee shall have the power to refuse to
allow the nomination without assigning any reason.
Office Bearers
The Office Bearers shall consist of President, Vice
President,, the Secretary and Treasurer (these last two
offices may be filled by one person) The tenure of
office of President shall be for two years.
Committee
The direction and control of the affairs of the Club
shall be vested in a Committee which shall consist of
the Office Bearers and the Ordinary Members of the
Club
Committee meetings shall be arranged by the Office
Bearers.
One third of the Membership shall form a quorum.
Annual General Meeting
The Annual General Meeting of the Club shall
normally be held not later than the end of December
each year.
At that meeting a Report by the Secretary and a
statement by the Treasurer shall be submitted.
The Club’s financial year shall end on the 31st
October.
Office Bearers shall be elected and any other
business shall be transacted.
A Notice of intimation of the Meeting, along with a
copy of the Agenda shall be sent to each Member at
least six days prior to the Meeting. If the business is
not concluded the Chairman may order an
adjournment but no intimation of such an adjourned
meeting shall be sent.
One third of the Members shall form a quorum at
any General Meeting.
Extraordinary General Meeting
An Extraordinary General Meeting shall be called
by the Secretary at the request of the Committee or
on receiving a requisition signed by seven Members
of the Club.
Such requisition shall specify the purpose for which
the meeting is called and the Secretary, in calling
the Meeting, shall give six days notice to the
Members and specify the business of the Meeting.
No other business shall be transacted at such a
Meeting.
Chairman
The President, whom failing the Vice President, or a
Member elected by the Meeting, shall be Chairman
of all Meetings and shall have a casting as well as
deliberative vote.
Entry Fee and Subscription
On election each new Ordinary Member shall pay
an Entry Fee, if required, and an Annual
Subscription of such sum as shall be decided at the
Annual General Meeting by two thirds of those
present.
Subscriptions shall fall due on the day after the
Annual General Meeting and must be paid by 31st
March each year and before attendance at any
Club function.
Members in arrears with subscriptions shall
not be entitled to attend outings or enjoy the
privileges of Membership and shall receive a
notice from the Secretary / Treasurer.
If the subscription remains unpaid on the day
of the following Annual General Meeting, he
shall cease to be a Member.
Country and Honorary Members shall pay no
subscription.
Resignation
Any Member whose conduct is, in the opinion
of the Committee, prejudicial to the character
and interests of the Club shall be liable to
expulsion. The motion for expulsion shall be
heard at an Annual General Meeting or at an
Extraordinary General Meeting called for the
purpose and shall not be carried unless
supported by two-thirds of the Members
voting.
Any person who has ceased to be a Member
shall forfeit any rights in the property of the
Club.
Amendments to Club Rules
The Rules shall not be altered unless with the
consent of two-thirds of the Members voting
at an Annual General Meeting.
A copy of any proposed alteration shall be
sent to each Member along with the Notice
calling the Meeting. Notice of Intimation to
move any amendment – except a direct
negative – shall be likewise sent to the
Secretary two days before the Meeting.
Outings
The Committee shall have powers to
arrange the conditions, including the
location and time of all outings, and shall
also have power, up to fourteen days prior
to the outings, to vary any of these
conditions if, in their opinion, such
alteration is in the best interest of the Club.
All outings will be open to all Members and
their guests. However, only Ordinary
Members may be awarded any of the Club
trophies.
Club Championship
The results of each outing of the Club shall
be decided by the number of all Trout
taken. Any Brown Trout must over 10
inches in length to qualify. Six points shall
be awarded for the largest basket by number
of fish.
Barbless or de-barbed hooks shall be used..
Members with an equal number of fish shall
be awarded equal points without reduction
to the points scored by the next largest
basket, reducing to one point for the sixth
largest basket.
The Club Championship shall be decided
by the highest number of points scored by a
Member for a maximum of three fifths of
the total number of all outings.
In the event of a tie for the Championship
the remaining results of those with equal
points shall be taken into account to decide
a winner.
Other Competitions or Contests with other
Clubs may also be arranged on Loch Leven
or any other loch, river or stream.
Outings Notification
Following the Annual General Meeting the
Secretary shall send notice of all Outings to
the Members, specifying the date, place and
time.
Notification of intent to attend must be given to
the Secretary as early as possible prior to the
season commencing.
Where, ten days before an outing, the Secretary
has received more applications from Members
than there are places available, a ballot shall be
held to determine who will fish at the Outing.
Members who are unsuccessful in that ballot shall
be notified and their names placed on a reserve
list for the outing. They will be entitled to a place
at the next Outing for which their name has been
submitted.
Payment will be made to the Treasurer in advance
using the BACS system whenever possible.
Any Member failing to attend an Outing at which
they had been allocated a place shall be liable to
pay any costs incurred by the Club due to their
non-attendance.
The allocation of places in boats shall be at the
discretion of the Secretary.
Guests will normally fish with the Member who
has invited them.
Competition Times
All competitions shall start and finish at the place
and time fixed by the Committee and any
Member failing to return at the proper time shall
be disqualified.
At Loch Leven the time shall be taken from the
Pier clock or, should this be defective, and at all
other Outings, from the Secretary’s watch.
Fishing Rules
Only trout caught by casting artificial flies shall
count in all competitions and there shall be no
more than four flies on each cast. The Club shall
be governed by the Rules and Conditions of the
management of the water at which the Outing is
taking place, insofar as they are compatible with
the Rules of the Club
Weighing and Measuring Fish
For competitions requiring the weight of fish to
be declared, any fish returned must first be brought
under control to the net and weighed
before being released. The weight should be
witnessed by the boat partner or a photo taken of the
scales showing the weight. Fish retained may be
weighed once ashore with a witness. Similarly, any
brown trout should be measured (minimum qualifying
size is 10 inches/25.4cms) before being returned.
